Thousands of renters will save energy and enjoy improved air quality following the installation of energy-efficient products at no cost through a TEP program.

In 2024 alone, about 5,100 apartments received upgrades under TEP’s Multi-Family Housing Program, which is designed to make apartment complexes more energy efficient.  The program contributes to long-term savings for all TEP customers by reducing our future need for new energy resources.

The program also helps extend the lives and efficiency of equipment, especially HVAC systems. Tenants, in turn, will see the upgrades translate into cost savings.

“Energy-efficient upgrades not only save customers money on their utility bills but can improve comfort within the home and contribute to a healthier living environment,” said America Miranda, Program Manager for Energy Programs.

Measures include HVAC tune-ups and upgrades, bathroom and kitchen aerators, showerheads, night lights, light bulbs and smart thermostats. In addition, complexes can apply for rebates for HVAC replacements.

Rafael Carrillo, Maintenance Manager of the Park Place Apartments, praised the “significant impact” of TEP’s program for its 365 apartments and their tenants.

For example, he noted, coil cleanings prolonged the lifespan of HVAC systems. In previous years, the complex needed to replace about 25 to 30 HVAC systems annually. Just 12 replacements were required in 2024 because the units are running more efficiently.

“This is a big value to our complex,” Carrillo said, adding that the program saves time and allows them to focus on other improvements on the property. “The tenants also have way more peace of mind because they are spending less money. TEP has been super helpful and understanding with the tenants.”

Tenants receive advance notice of the installation schedule. In addition to smart, programmable thermostats, each apartment also receives four LED bulbs and a night light.

Complexes qualify for the program if they have five or more units with individual meters, ensuring a direct benefit to the tenant. Of the 5,100 homes that participated in 2024, almost 1,800 units were classified as low-income households.

In all, the upgrades will result in an annual savings of nearly 2.9 million kilowatt hours – the equivalent of powering about 276 homes per year.

TEP’s energy-efficiency efforts, including the multi-family programs, are funded by customers through a surcharge approved by the Arizona Corporation Commission. All approved programs have been proven cost-effective for participants as well as customers at large.
