Smart EV Charging Program Rebates
Tucson Electric Power's Smart EV Charging Program offers rebates as well as technical support to commercial businesses, multi-family complexes and nonprofit customers that purchase and install EV charging ports at their location. Customers located in lower-income areas receive higher rebates. Rebates are issued at the completion of the project.
Our rebates greatly offset your purchase and installation costs, making it easier to become a leader in developing sustainable EV infrastructure for our community. Maximum rebate levels are displayed in the table below.

Rebate levels subject to change at any time. The number of ports and dollar amount per-port incentivized may be less than the number of ports a customer wishes to install and the maximum per-port rebates. Additional support may be available for qualifying low-to-moderate multi-family housing developments.
All rebate funds must be distributed prior to December 31, 2025.
*DAC Eligible Projects include those projects that meet the following criteria:
- Project is in a U.S. Census Block Group where the low-income population percentile (relative to the state) is 80% or greater, as identified by the U.S. Environmental Protection Agency’s EJScreen Mapping Tool, and
- For non-Smart Outlet projects: Chargers are made available to the public, and are not located behind a gate or barrier, during normal business hours. Chargers must be a good public use-case for charging based on the parameters outlined in the Program Guidelines.
- For Smart Outlet projects: Multifamily site must be listed on https://housingsearch.az.gov/index.html with monthly per-unit rent below $1,200. If not listed, applicants can provide data to verify rent eligibility. TEP reserves the right to update the rent threshold as new market data becomes available.
Full DAC qualification information is available in the Program Guidelines. The program team reserves the right to accept or reject proposed projects’ DAC eligibility, and to update this definition as appropriate with the evolution of the program.
City of Tucson Projects — please note TEP is not able to provide a rebate for project costs associated with meeting the minimum requirements of the City of Tucson’s Commercial EV Ordinance. For example, if your project will have 5 charging stations and the ordinance requires the installation of 3 charging stations, TEP’s Smart EV Charging Program will only cover costs associated with 2 out of the 5 charging stations.
Program Requirements
- All TEP commercial customers are eligible to apply.
- Customers must purchase and install a minimum of two (but up to six) Level 2 or DC-fast charging ports at their location. Projects that involve the installation of six or more ports will be evaluated on an individual basis and rebates may vary.
- Customers must sign a Site Host Agreement with a five-year term.
- Customers must be on one of TEP's Time-of-Use pricing plans.
- Customers must select their chargers from our Qualified Charger List

Rebates for New-Build Single- and Multi-Family Housing
New-Build Single-Family EV Pre-Wire Rebate
This rebate program is for:
- TEP Residential Customers and New Single-Family Home Builders
- New single-family homes in jurisdictions without a pre-wire ordinance or requirement
This program offers $100/home for TEP residential customers or new home builders who pre-wire new build homes for EV charging.
TEP residential customers are eligible if they elect an upgrade for a NEMA 14-50 outlet on their new-build home. Outlet must be within 6ft of a dedicated parking space.
Home builders are eligible to submit rebate applications for homes where a NEMA 14-50 outlet is included as a standard offering (not a customer upgrade available for purchase). Outlet must be within 6ft of a dedicated parking space.
Rebates available while funds last. Rebate applications must be submitted within 90 days after the home’s closing date.
New-Build Single-Family EV Charger Rebate
This rebate program is for:
- New Single-Family Home Builders
- New single-family homes in jurisdictions with an existing pre-wire ordinance or requirement
This program offers $300/home for new home builders who include a Level 2, networked EV charger as a standard offering in new single-family homes.
The charger must be within 6 feet of a dedicated parking space, and cannot be offered as an upgrade option for customer purchase.
Rebates available while funds last. Rebate applications must be submitted within 90 days after the home’s closing date.
*Networked refers to any electric vehicle charger that can connect remotely to a larger network via the internet.
TEP Residential Customers are not eligible for this program, but may review the eligibility requirements for a Residential EV Charger Rebate.
New-Build Multi-Family EV Pre-Wire Rebate
This rebate program is for:
- New Multi-Family Home Builders
- New multi-family developments in jurisdictions without an existing pre-wire ordinance or requirement
This program offers $200/pre-wire for multi-family housing developers who build EV pre-wires at new multifamily developments.
A “pre-wire” refers to each stub or termination point of listed electrical conduit to accommodate a future individual branch circuit for EV chargers. The pre-wires must be able to accommodate either:
- A 40A (min), 208V or 240V dedicated branch circuit for a wall-mounted or pedestal-mounted Level 2 EV charger, or
- A 240V EV Smart Outlet (e.g., Orange Charger, Plugzio, GoPowerEV).
Each pre-wire must be within 6 feet of a parking space.
Rebates available while funds last. Rebate applications must be submitted within 90 days after the home’s closing date.
Multi-family housing developers or commercial customers interested in EV chargers versus pre-wires may apply for our Smart EV Charging Program instead.
